My father-in-law was visiting from Illinois. I wanted to take him to Banks Lake since it fished so well in late July, but had to settle for Porcupine Bay since our only opportunity to fish was a windy day. The wind gusts to 25 mph didn't bother us on the Spokane Arm above Porcupine. We enjoyed very good success catching rainbow trout and modest success catching walleye. We caught at least 25 trout (14 to 18 inches) along with 15 walleye (11 to 16 inches).
More info for club members: We found walleye in a stretch of river 1 to 3 miles above Buoy 5. We started near a bright blue house on the reservation side of the river and fished down to the large gravel slide near Buoy 7. Our best depth was 30 to 40 feet. Fish were scattered, so pulling bottom bouncers with spinners was the most effective tactic for covering water at that depth. Moving at 1.5 mph or faster helps decrease snags in this rocky portion of the river. Fish did not seem to have a color preference. I believe we would have had more success catching walleye if the trout weren't so abundant in the area we were fishing. It was hard to keep our hooks baited, but we enjoyed all of the slime action.
